Full-Time Senior Human Resources Manager in Oro Valley, Arizona

WNPA is seeking a seasoned and hands-on HR leader to contribute to and lead the execution of Human Resources strategies and tactics to support the needs of the organization and all staff members. The scope of this role includes, but is not limited to, employee relations, performance management, recruitment, onboarding and training, compensation and benefits and administration, payroll, safety and compliance, employee engagement and wellness. In addition to supporting a staff of two, this position establishes and utilizes HR best practices and assures compliance with all applicable labor laws, government and contractual regulations and requirements across the various states and counties where WNPA is located.


This role is responsible for completing the following tasks and any related tasks as assigned:

  • Plans, manages, and takes ownership of all WNPA human resources (HR) activities including, but not limited to, employment, employee relations, compensation, recruitment, on-boarding, benefits, 403(b), payroll, workers’ compensation, performance management, safety, policies and procedures and various other employee services.
  • In partnership with the COO, helps develop business plan and budget for HR programs.
  • Ensures policies, procedures and HR programs are consistently administered, aligned with organizational goals, and are in compliance with professional, state and federal regulatory requirement and laws.
  • Works closely with home office and field staff to ensure HR topics are managed in a proper and timely fashion. With a customer service approach, helps other managers problem solve and ensures they are informed of applicable WNPA policies and legal responsibilities.
  • Develops and executes WNPA’s employee engagement strategy including, but not limited to, organizational communication, training and development, recognition, retention, and wellness.
  • Continually assesses the employee experience to find areas for improvement.
  • Stays abreast of legal developments and trends in the field of human resources in order to effectively guide the organization.
  • Ensures all HR functions, reports, records, and compliance requirements are carried out in an accurate and timely manner.
  • Serves as WNPA’s Safety Officer.  Develops safety initiatives in order to maintain compliance with regulations, raise safety awareness in the workplace, and reduce the risk of accidents and workers’ compensation claims.
  • Evaluates and manages WNPA’s exposure to risks in all areas of HR practices, policies, and procedures.
  • Consults legal counsel, as necessary, to ensure WNPA policies/procedures are compliant with federal and state regulations.
  • Manages all compensation and benefit programs. Researches, makes recommendations for, and manages any ancillary compensation and benefits programs such as incentive programs and non-standard benefits.
  • Collaborates with the leadership team to advance strategic and organizational development initiatives.
  • Diplomatic and effective communication, verbally and in writing, with internal employees as well as WNPA’s Board of Directors, visitors, members, donors, volunteers, and members of the public.
  • Provides creative solutions to attracting, recruiting, and maintaining WNPA’s workforce. 
  • Develops and maintains organization-wide performance management system.
  • Develops and maintains supervisor and staff development and training programs.
  • Maintains a human resources information system that meets the organization’s information and management needs.
  • Ensures that data is maintained, analyzed and communicated as required by WNPA management and/or federal, state, or local regulations.
  • Recommends, develops, and manages a competitive total compensation strategy to support the effective recruitment, development, and retention of association employees.
  • Develops and leads organizational diversity and inclusion initiatives.
  • Employee policy development and periodic review and revision.
  • Perform other related duties and functions as may be assigned.


This role must be able to meet the following physical demands with or without reasonable accommodation:

  • Primarily perform work indoors, where temperature is moderate and controlled by office environmental systems. The noise level in the work environment is usually quiet, but may become loud during times of high customer volume or special events. Occasional work may be performed outside under natural conditions. Environment will vary when outside work or travel is required.
  • Sit at a desk for up to eight hours per day. Walking and standing are occasionally required.
  • Requires manual and finger dexterity to be able to operate all necessary equipment, including computers, printers, multiline touch tone phones, filing cabinets, photocopiers, dollies, and other office equipment as needed.


Travel to various WNPA sites or to other events will be required.


This role must have the following qualifications and/or experience unless otherwise noted:

  • Experience in the same or similar role in small to medium-sized organizations. 
  • Bachelor’s degree in Human Resource Management or relevant area of study and three years of management experience in the human resources field including expertise in compensation, benefits administration, employee relations, coaching, and regulatory compliance.
  • Experience working in and managing a Human Resources Information System (HRIS).
  • Experience supporting a remote workforce.
  • PHR, SPHR, or equivalent certification preferred.
  • Experience public health crisis management and reporting such as COVID-19 related reporting, monitoring and safety procedures.
  • Computer programs including Internet, databases, and Microsoft Office suite (primarily Word, Excel, PowerPoint, Outlook, and SharePoint).
  • Experience in working in a nonprofit setting preferred.
